Weyr Duties and Guidelines
Duties of the Weyr
- Protect the people from Thread
Guidelines for Weyr Relations
- Weyrs must be neutral in all matters
- Once per year, the Weyrleader Council (consisting of the Weyrleaders and Weyrwomen) meet to discuss occurrences within the previous year and make Weyr-wide decisions/changes as needed (to curriculum, duties, etc.); a subsequent meeting, the Conclave, which includes the Lords and Masters Councils, is held to set the cost of goods for the coming year
Duties of the People of Pern to the Weyrs
- Assist in the production of agenothree (HNO3)
- Train and work with the groundcrews during Fall
- Succor dragons and riders in need
- Allow the Search dragons to choose youngsters to Stand as Candidates for dragon Hatchings
Hold Duties and Guidelines
Duties of the Hold
- Ensure protection and education of the Hold's population
- Provide tithe to the Weyrs, not to exceed 25% of the Hold's tithe during a Pass or 10% during an Interval
- Inform and prepare the holdfolk for Threadfall
Guidelines for Hold Relations
- Holds are autonomous within their own borders, providing the Lord Holder obeys the tenets of the Charter
- Lord Holders who violate the rights of their holders under Charter can be impeached only by a unanimous vote of the Conclave of Lord Holders
- A holder's lands may not be confiscated without a proper trial by a jury of the holder's peers
- Expansion of Lands
- Lands can only be expanded as much as the owning land holder can care for (including the hiring of other holders)
- Lord Holders' children can expand their fathers' lands by up to 75 acres

- The title of Lord Holder will follow the Bloodline of the original Holder unless/until the Conclave of Lord Holders rule during a trial that the Bloodline successor is unfit to lead; all members of the Bloodline have first consideration for the seat of Lord Holder before a new Bloodline may be considered
- To become a major Hold, a group of holdings must prove to be self-sufficient and be capable of providing basic needs to its workers and holders

- Once per year, the Masters Council (consisting of the Mastercrafters of each Craft) polls their teaching Crafters and meet to make needed adjustments (to curriculum, etc.) a subsequent meeting, the Conclave, which includes the Lords and Leaders Councils, is held to set the cost of goods for the coming year
Duties of the People of Pern to the Halls
- Parents pay for the education of their children at the Halls to offset the expense of housing them
- Knotted Crafters have immunity in the Holds and Weyrs
Rights of the People of Pern
- Freedom of movement
- To put forth their concerns for addressing at the Conclave (which occurs on Winter Solstice - the day before Turn's End)
